I had the same problem between WI and MN with Drake. Exact same
situation. I force the Wisconsin credit and e-filed the return. Big
mistake. Wisconsin denied the credit. I appealed and won.
I do not think Drake handled it correctly. So if you do force the
credit, mail the return in and do not e-file. If you do wish to e-file
see if you can get Drake to admit there is a problem and have them
correct it.
