You needed to file for 2007 by October 15th, 2008 in order to get the rebate in 2008. If you filed later then you get the rebate, if eligible, on 2008 taxes filed in 2009, Did that answer your ??????????

What maybe I see is that if file by 10/15 timely, and you don't get a
check issued by 12/31/08...then you can take the rebate amount as a
credit on your 2008 return.
